Prohibits resolutions from being used to recognize, honor, memorialize, or express support for individuals, groups, or events; legislators must instead obtain a citation for such purposes

Defines "binding resolution" as one that enacts/amends rules, proposes constitutional amendments, or results in changes to law or funding; defines "nonbinding resolution" as one that requests (rather than compels) action and communicates policy positions

Requires the Senate and House Rules Committees to reject resolutions that violate the prohibition on honorary/recognition purposes by not referring them to standing committees or reading calendars

Requires chief sponsors to ensure resolution drafting instructions comply with the new purpose requirements

Takes effect upon successful vote for final passage; amends Joint Rules JR4-2-101 and JR4-5-104, and enacts new rule JR4-1-204
