UT HJR003

Imposes 8-year cumulative term limits on state legislators, preventing any person from serving more than 8 years in the same house (Senate or House of Representatives)

Applies the same 8-year limit to statewide executive offices: Governor, Lieutenant Governor, Attorney General, State Auditor, and State Treasurer

Only counts years served on or after January 1, 2027; time served filling mid-term vacancies before being elected to a full term does not count toward the limit

Modifies gubernatorial succession rules to account for term limits, preventing the Senate President or House Speaker from becoming Governor if it would cause them to exceed 8 years in that office

Requires two-thirds approval by both legislative chambers and majority voter approval at the next general election to take effect January 1, 2027
