Executive Appropriations Committee must set aside funds for "district requests for appropriation," capped at the lesser of 1% of the difference between ongoing revenue estimates and base budget amounts, or $10,000,000

Each legislator receives an individual allocation: senators get 50% of the district funds divided by 29, representatives get 50% divided by 75, to fund one-time projects or programs within their districts that serve a statewide public purpose

Legislators with adjacent districts may combine their allocations to jointly fund a shared project or program that falls within each of their districts

Joint appropriations subcommittees review district requests only for compliance with requirements; if approved, the Executive Appropriations Committee must include them in final appropriations bills without further discretion
