Amends Rule 11 of the Utah Rules of Civil Procedure to allow courts to order sanctions in the form of charitable contributions to court-approved nonprofit organizations that provide free or low-cost legal assistance.

Amends Rule 41 to allow defendants to seek dismissal when they are named in a lawsuit solely because they serve as an attorney of record for another party in the same or a related action.

Requires courts to award reasonable attorney fees and expenses to defendants when claims against them are dismissed under the new provision, if the court finds the claim was frivolous and brought to harass, cause delay, or abuse the judicial process.

Requires a two-thirds vote of all members elected to each house of the Legislature to take effect, as constitutionally required for legislative amendments to court rules.
