Requires the Executive Appropriations Committee to set aside an annual allocation for the Senate and House of Representatives to cover legislator administrative and staff expenses, unless waived by majority vote

Defines "legislative aide" as a non-benefited employee who serves at the pleasure of the hiring legislator, may be paid for up to 1,040 hours per fiscal year, and cannot be a member of the legislator's immediate family

Allocates funds equally to each senator and representative, with additional separate amounts provided to chamber leaders (president, speaker, majority leaders, and minority leaders)

Restricts use of allocations to hiring legislative aides or paying for administrative and operational expenses related to official legislative business, with unused amounts lapsing at fiscal year end

Authorizes optional additional allocations for legislative committee administration expenses (including travel and training), with the Legislative Management Committee deciding distribution among committees; effective date is May 6, 2026
