Establishes that motions to disqualify a judge on a three-judge panel are reviewed by the presiding officer of the Judicial Council, with replacement judges selected through random assignment rather than reassigning the entire panel

Grants each side one change of judge as a matter of right for three-judge panels, with a 7-day filing deadline after receiving notice of assigned judges

Requires a two-thirds vote of both legislative houses to take effect, as authorized by Utah Constitution Article VIII, Section 4 for legislative amendments to court rules
