Chief sponsors of legislation must specify the policy problem they aim to address and identify measurable objectives to evaluate whether the legislation effectively solves that problem

The Office of Legislative Research and General Counsel must assist sponsors in developing policy and ensure all drafting instructions include the required policy problem and measurable objectives information

The Office of the Legislative Auditor General may request policy information from Legislative Research and General Counsel when conducting audits to evaluate the impact of relevant Utah statutes

The resolution enacts new rule JR1-4-604 under "Part 6. Performance, Efficiency, and Policy Impact Reporting"

No money is appropriated; the resolution takes effect upon successful final passage vote
