Restructures the 20-member Executive Appropriations Committee to consist of Senate and House co-chairs from 8 joint appropriations subcommittees (Criminal Justice, Economic Development, General Government, Higher Education, Natural Resources, Public Education, Social Services, and Transportation/Infrastructure)

Allocates 4 minority party positions: 2 members appointed by the Senate minority party leader and 2 by the House minority party leader

Eliminates the previous membership structure based on majority/minority leadership positions and general Appropriations Committee chairs

Requires the Senate president and House speaker to each designate one subcommittee co-chair as a co-chair of the Executive Appropriations Committee

Takes effect May 6, 2026
