Enacts Rule 707 of the Utah Rules of Evidence to establish admissibility standards for machine-generated evidence, defined as output from systems that autonomously process data to generate inferences, predictions, classifications, or conclusions

Requires courts to apply the same reliability standards to machine-generated evidence as expert testimony under Rule 702(b), including that it be based on sufficient facts, reliable principles and methods, and properly applied to the case

Exempts "simple scientific instruments" that directly measure and report information without generating inferences or conclusions

Applies to machine-generated evidence whether entered directly into court or accompanied by lay witness testimony

Takes effect immediately upon passage by two-thirds vote of both legislative chambers, as authorized under Utah Constitution Article VIII, Section 4
