Approves the transfer of 22,311 acres of disputed state sovereign lands along the Great Salt Lake to the United States government for use as wildlife refuge

Settles a longstanding ownership dispute between Utah and the federal government over these lands, negotiated by the Division of Forestry, Fire and State Lands

Requires consideration paid to Utah to be used exclusively for the benefit of the Great Salt Lake

Utah reserves and retains all mineral interests, including subsurface and suspended minerals within the waters or brines of the Great Salt Lake

Federal government must provide public use and access to the acquired lands consistent with federal law and regulation
