Adds formal definitions for "minority leader" (highest ranking individual elected to lead the minority party) and "minority party" (political party with second most members) to House rules

Removes the requirement that the House Rules Committee prepare minutes with individual vote records when meeting to refer or sift legislation

Clarifies that the House convenes on dates set by speaker proclamation for extraordinary sessions, in addition to dates already provided in joint rules

Modifies standing committee procedures to give legislative sponsors an additional opportunity to respond to debate before the motion-maker has final word, and makes sponsor response discretionary for favorable recommendation motions

Takes effect immediately upon successful vote for final passage; appropriates no money
