House standing committees must determine whether the Office of Professional Licensure Review conducted a sunrise review before considering legislation that would make an occupation a regulated occupation

Standing committees may not consider legislation unless it has an approved fiscal note, though substitute bills not previously adopted may be considered without one

Standing committees in one or both chambers must consider legislation before it is held in the opposite chamber due to fiscal impact concerns

Amends House Rule HR3-2-402 and takes effect upon successful final passage vote
