Prohibits lobbyists and volunteer lobbyists from the House floor during general or special sessions, and restricts their access to the House lounge, offices, and halls unless specifically invited by a representative

Bars lobbyists, volunteer lobbyists, and government officials from participating in prioritizing legislation for floor action or committee referral

Prohibits lobbyists, volunteer lobbyists, and government officials from using identification badges belonging to representatives, state officials, state employees, or legislative employees

Excludes former legislators who are lobbyists or volunteer lobbyists from House floor, lounge, and office access privileges that other former legislators retain

Adds "volunteer lobbyist" as a defined term throughout House rules, applying existing lobbyist restrictions to individuals who engage in lobbying but are not required to register under state law
