Creates new "sponsor's supporting information" allowing chief sponsors to submit a 2-page PDF document explaining their policy objectives and anticipated impacts, which must include a disclaimer stating it is not part of the legislation and cannot be used as evidence of legislative intent (effective March 7, 2026)

Requires legislative sponsors to sit at the presenter's table while a standing committee considers their legislation, with an exception allowing them to sit with the audience during public comment at the chair's discretion

Modifies standing committee procedures to allow the legislative sponsor to respond to both motions and debate before votes, and clarifies that for favorable recommendation motions, permitting sponsor response is at the chair's discretion

Clarifies that reinstating a word or words does not count toward the 15-word limit for verbal amendments in both committee and floor proceedings

Allows legislation on the consent calendar to be reassigned to the third reading calendar by majority floor vote, and updates the definition of "nonbinding resolution" to reference the Joint Rules definition
