Appropriates $79.6 million for FY 2026 and $124.1 million for FY 2027 in operating and capital budgets for public education, with funding from Income Tax Fund, Uniform School Fund, and other sources

Creates a new College and Career Counseling program funded by transferring 2,806 weighted pupil units from the Career & Technical Education Add-on program, and increases Students At-Risk WPU Add-on by 5,099 weighted pupil units

Repeals the Digital Teaching and Learning Grant Program ($18.4 million reduction), the salary supplement for National Board-certified teachers, and the allocation process for charter school initial enrollment estimates

Establishes new reporting requirements for the state superintendent on Minimum School Program fund transfers and requires the State Board of Education to create student and personnel data standards for Utah Schools for the Deaf and the Blind

Modifies educator salary adjustment calculations to cap annual increases at the lesser of the WPU percentage increase or the Consumer Price Index change, and allows the state superintendent to transfer funds between State Board line items in FY 2027-2028 to reorganize administrative operations
