Removes the prohibition preventing counties with populations of 225,000 or more from adopting a full-time county commission under the expanded county commission form of government

Eliminates the requirement for majority voter approval when amending an optional county government plan to change a county executive or legislative body between full-time and part-time status

Allows county legislative bodies to make full-time/part-time status changes through a two-thirds vote without a public referendum

Amends Utah Code sections 17-62-404 and 17-62-504 regarding optional county government plans

Takes effect May 6, 2026
