Local law enforcement agencies must have mobile device forensics capabilities by January 1, 2027, either through their own services, a contract/partnership with another entity, or by qualifying as a "participating agency" that staffs the Regional Computer Forensics Laboratory for at least 2,000 hours per year.

"Mobile device" is defined as a phone or tablet with cellular/wireless connectivity, internet capability, and the ability to run mobile applications.

Law enforcement agencies may still access the FBI's Regional Computer Forensics Laboratory for self-serve equipment and advanced forensics services when standard methods fail to retrieve digital evidence.

The bill applies to local law enforcement operated by municipalities, counties, interlocal entities, and special districts.

Effective date: May 6, 2026.
