Repeals outdated language authorizing borrowing between the Agricultural Water Optimization Account and Agriculture Resource Development Fund, which expired December 31, 2024

Standardizes annual report deadlines to October 1 for various entities including the Water District Water Development Council, Great Salt Lake commissioner, Division of Wildlife Resources, and recreation restoration infrastructure grants

Removes completed or expired studies and reports, including the Division of Drinking Water efficiency study, air rifle hunting funding review, Great Salt Lake mineral lease analysis, and Utah Lake study requirements

Repeals Title 19, Chapter 6, Part 10 (Mercury Switch Removal Act) and the entire Title 73, Chapter 20 (Emergency Water Resources chapter from 1977), along with numerous statutory title sections that merely state chapter names

Effective date of May 6, 2026, with no money appropriated
