Amends the definition of "bona fide termination of employment" to require members terminate all employer-employee relationships and fee-for-service relationships with participating employers, and cease actual work without prearrangement for post-retirement employment

Expands the Membership Council from 15 to 18 members, adding the Division of Human Resource Management director, a local school board member, and a district superintendent

Clarifies that service credit earned in the Judges' Contributory Retirement System (Chapter 17) and Judges' Noncontributory Retirement System (Chapter 18) is not transferable to Tier II retirement systems

Authorizes the attorney general and at-will employees who report directly to the attorney general (or to employees reporting to the attorney general) to elect exemption from defined benefit systems and transfer their defined benefit balance to a defined contribution plan with immediate vesting of employer contributions
