Creates a new permit category for "ornamental and turf technicians" who may apply general use herbicides with "caution" or "warning" labels for weed control on lawns and landscaping, requiring annual video training and indirect supervision by a certified applicator

Establishes permits for pesticide salespersons who solicit customers to agree to pesticide applications, requiring annual training and employment by a registered pesticide applicator business

Repeals the "qualified party" requirement that previously required pesticide applicator business owners to have at least two years of certified applicator experience or a relevant degree

Removes language stating that persons are not liable for pesticide injuries unless negligent, while retaining the affirmative defense for compliance with label directions

Sets administrative fines of up to $1,000 per violation for ornamental and turf technician violations and up to $100 per 14-day period for failure to return revoked or suspended permits; effective May 6, 2026
