Removes the child torture offense (Section 76-5-109.4) from the definition of "child abuse" under the child abuse homicide statute to correct a redundancy, since child torture is already covered under the separate murder statute

Amends Utah Code Section 76-5-208 to eliminate duplicate criminal liability for the same conduct

Appropriates no money

Takes effect May 6, 2026, or immediately if approved by two-thirds of all members elected to each legislative house
