Renames the Catalyst Center Grant Program to the Applied Professional Education Experience (APEX) Grant Program and allocates $100,000,000 from the Public Education Economic Stabilization Restricted Account for this workforce-aligned career and technical education initiative

Authorizes the State Superintendent of Public Instruction to appoint and supervise the superintendent of the Utah Schools for the Deaf and the Blind (USDB), with state board approval, and allows USDB to coordinate with the state security chief rather than county security chiefs for campus security

Expands the Grow Your Own Educator Pipeline Program to allow paraprofessional scholarship funds to cover up to four semesters of clinical experience, increased from one semester of student teaching

Extends juvenile justice reintegration plan requirements to apply to all local education agencies (LEAs) including charter schools, not just school districts

Permits the State Board of Education to reduce suicide prevention grant amounts below the standard $1,000 per school when appropriations are insufficient, providing a commensurately lesser amount instead
