State government facilities built or reconstructed on or after May 6, 2026 must limit non-functional turf to the lesser of 20% of grounds or the local municipality/county ordinance limit, and prohibit turf in park strips

New state facilities must use water wise landscaping and ensure canopy coverage (including functional turf) of at least 50% of grounds

"Functional turf" is defined as turf dedicated to active use (sports fields, parks, cemeteries, golf courses) or turf meeting specific criteria including maximum 25% slope, minimum 8 feet width, and low-water plant species

State agencies must reduce outdoor water use by 25% compared to fiscal year 2020 by the end of fiscal year 2026, with water use data reported to and published by the Division of Water Resources

Overhead spray irrigation is prohibited between 10 a.m. and 6 p.m. unless approved by the Division, and irrigation systems must have weather or soil-based monitoring technology or be manually shut off during rain and wind events
