Clarifies the Department of Agriculture and Food's authority to establish at least four geographic regions for locating medical cannabis pharmacies through administrative rulemaking

Prohibits the licensing board from approving any request to relocate a medical cannabis pharmacy outside of its current assigned geographic region

Requires the department to create regions that maximize geographic dispersal of pharmacies to ensure access for the largest number of medical cannabis cardholders

Maintains the cap of up to 17 medical cannabis pharmacy licenses statewide, including two licenses issued under Section 4-41a-1006

Takes effect May 6, 2026, or immediately upon governor approval if passed by two-thirds majority in both legislative chambers
