Prohibits political subdivisions and law enforcement agencies from requiring peace officers to meet citation quotas, or from evaluating, promoting, compensating, disciplining, or transferring officers based on such quotas

Defines "impermissible quota" as any requirement or minimum standard for the number or percentage of citations issued, but excludes targeted overtime shifts funded by grants or reimbursements

Allows agencies to consider officer community engagement and enforcement activity as part of overall performance evaluations, as long as it's not tied to specific quota requirements

Requires the State Commission on Criminal and Juvenile Justice to collect reports of alleged quota violations and submit annual reports to the Law Enforcement and Criminal Justice Interim Committee

Takes effect May 6, 2026
