Expands the default prohibition on student cellphone, smart watch, and emerging technology use from "classroom hours" only to the entire "school day," including lunch periods, recess, and transition times between classes

Defines "school hours" as the time from the beginning to the end of the school day as designated by the school's bell schedule

Requires LEAs to establish policies allowing parents to request accommodations for their student to briefly use devices in designated areas during non-instructional time

Maintains existing exceptions for health/safety emergencies, school-wide emergencies, SafeUT Crisis Line access, IEP/Section 504 accommodations, and medical necessities

Takes effect July 1, 2026
