Counties, cities, and towns must designate at least one emergency shelter in their emergency operations plan that accommodates both individuals and their household pets during emergencies

"Household pets" includes dogs, cats, birds, rabbits, rodents, and turtles kept as pets, but excludes livestock, non-turtle reptiles, amphibians, fish, insects, arachnids, and racing animals

Local governments may collaborate with nearby jurisdictions to designate a pet-friendly shelter located outside their own boundaries

Counties, cities, and towns receive immunity from lawsuits related to their emergency operations plans
