Increases the cap on the Securities Investor Education, Training, and Enforcement Fund from $500,000 to $1,000,000; any balance exceeding this amount at fiscal year-end transfers to the General Fund

Fund receives civil penalties and administrative fines collected under Utah's securities chapter, plus interest earned on fund balances

Permitted fund uses include investor education for Utah residents, training for securities registrants and licensees, investigation and litigation expenses, and awards to securities fraud reporters
