Creates the Department of Commerce Technology, Education, and Training Fund as an expendable special revenue fund that may be held in interest-bearing accounts, with all earned interest deposited back into the fund.

Fund revenue sources include fees from the Division of Corporations and Commercial Code for bulk/subscription data sales and fees from the Division of Professional Licensing for making licensee lists public.

Permits fund expenditures for subscription service costs, public education on licensing and business entities, employee equipment and training, temporary staff, and technology purchases for business registrations and commercial filings.

Requires the Division of Corporations and Commercial Code to offer bulk or subscription sales/licensing of filed records to the public on a nonexclusive basis, with authority to charge fees for these services.

Effective date: May 6, 2026.
