Creates the Vehicle Registration Services Restricted Account funded by new $0.50 fee on most vehicle registrations ($0.25 for six-month registrations) to support Motor Vehicle Division services in rural counties (third through sixth class)

Counties providing vehicle registration services on behalf of the division receive annual per-vehicle funding: $3 (third class), $3.50 (fourth class), $4 (fifth class), or $5 (sixth class) based on prior year registrations

Allocates $500,000 one-time funding to establish division services in the county that registered the highest number of vehicles among those providing registration services in 2024

Doubles the required contribution for the historical black license plate from $25 to $50, with revenue split between the Cultural and Community Engagement Foundation Fund ($5.50), Transportation Investment Fund ($23), and Olympic and Paralympic Venues Grant Fund ($21.50)

Appropriates $2,200,000 for fiscal year 2027: $1,300,000 from General Fund for Tax Commission motor vehicles program and $900,000 from the new restricted account for county DMV services, effective January 1, 2027
