Expands the criminal offense of unlawful operation of an unmanned aircraft near a correctional facility to prohibit removing any item from inside the facility property, punishable as a third degree felony

Removes unpaid probation and parole supervision fees from an offender's criminal accounts receivable and requires the Department of Corrections to transfer unpaid supervision fees to the Office of State Debt Collection upon sentence termination or expiration

Changes the direct supervision requirement for new or modified correctional facilities from mandatory ("shall") to permissive ("may"), giving the department discretion in implementing evidence-based direct supervision systems

Removes the statutory definition of "direct supervision" from the Utah Code definitions section and eliminates the annual reporting requirement to the Legislature on direct supervision implementation status

Takes effect on May 6, 2026
