Creates the Peer-to-Peer Coaching and Mental Health Counseling Grant with $1,500,000 reallocated from the Income Tax Fund for fiscal year 2027

Utah Board of Higher Education must administer the grant, distribute funds to institutions, and establish rules for outcomes, goals, and reporting requirements

Institutions receiving funds must either establish a peer coaching program with trained student volunteers or use funds for other student mental health services

Peer coaches may provide coaching, mentoring, counseling, and campus resource assistance but cannot diagnose students or provide clinical therapy

Peer coaches are exempt from liability for acts or failures to act under the program, and no employment relationship is created between peer coaches and institutions
