State Board of Education must develop open educational resources for kindergarten through grade 8 that align with Utah core standards, are free from bias and harmful material, and promote American values and civic understanding

Resources must be openly licensed under Creative Commons or equivalent, with the state owning all intellectual property rights, allowing LEAs to use, adapt, and distribute materials without charge

A review committee including LEA representatives, parents, teachers, and curriculum specialists must review all materials before release, with opportunities for public comment on drafts

LEA adoption of the open educational resources is voluntary; the State Board cannot require districts to use the materials

Repeals Section 53E-3-521 (early mathematics plan requirements) and Section 53G-7-218 (early learning plan requirements); effective July 1, 2026
