Extends the timeline for the Cannabis Production Establishment and Pharmacy Licensing Advisory Board to review ownership change applications from 30 to 60 days, and allows medical cannabis guardian cards to be issued to legal guardians of incapacitated adults in addition to minors.

Creates a voucher program providing up to $150 monthly vouchers through a contracted nonprofit entity for medical cannabis patients enrolled in Medicaid or Medicare, funded by up to $300,000 annually from the Qualified Patient Enterprise Fund balance.

Modifies cannabis delivery requirements to mandate 14-day return windows for undelivered shipments, requires pharmacist verification of returned product integrity before repackaging, and adds safe storage and tamper-evident container requirements for deliveries.

Replaces criminal background check requirements for medical cannabis guardian and caregiver card applicants with signed attestations under penalty of perjury affirming eligibility, and makes revocation of pharmacy agent and courier agent registration cards mandatory rather than discretionary for violations.

Extends the repeal date of the medical cannabis governance structure working group from July 1, 2026 to July 1, 2027, and adds tribal government-issued photo identification as an acceptable form of ID for medical cannabis transactions.
