Utah Cyber Center must develop a statewide strategic cybersecurity plan for governmental entities by January 1, 2027 (extended from June 30, 2024), and expands its cybersecurity duties to include local education agencies alongside executive branch agencies

Department of Environmental Quality added as a required collaboration partner for the Utah Cyber Center, and a representative from the Utah Education and Telehealth Network added to the Cybersecurity Commission

Creates the Utah Cyber Center Restricted Account within the General Fund to receive legislative appropriations, federal grants, and private donations for cybersecurity tools, assessments, training, and incident response capabilities

Appropriations from the Utah Cyber Center Restricted Account designated as nonlapsing, allowing unused funds to carry over between fiscal years

Repeals Section 63A-16-214 related to zero trust architecture implementation requirements and reporting; effective date May 6, 2026
