Amends theft of service penalties to allow enhancement to a third degree felony when a person with a prior felony conviction for theft, robbery, burglary, or fraud (within 10 years) commits theft of non-public transportation services valued at $500 or more

Clarifies that theft of service valued under $500 is a class B misdemeanor by removing redundant language about exceptions

Makes technical corrections to the retail theft statute clarifying when the offense applies in circumstances involving repeat offenders at the same retail establishment
