Creates the Purple Alert Notification System administered by the Utah Department of Public Safety to locate missing and endangered vulnerable individuals

Defines "vulnerable adult" as individuals aged 18-59 with physical or mental impairments affecting their ability to provide self-care or manage resources (excludes those with dementia, who are covered under existing Silver Alert)

Defines "vulnerable minor" as individuals under 18 with permanent or temporary physical or mental impairments who do not meet Amber Alert criteria

Requires law enforcement to determine the individual is vulnerable, the alert is viable for returning them to safety, and sufficient descriptive information exists before requesting activation

Prohibits Purple Alerts from activating the Emergency Alert System or disclosing specific medical diagnoses; takes effect January 1, 2027
