Amends Utah Code Section 63G-1-401 governing commemorative periods recognized by the state

Corrects a technical spelling error, changing "kidnaped" to "kidnapped" in the Rachael Runyan/Missing and Exploited Children's Day provision

Appropriates no money and takes effect on May 6, 2026
