Amends Utah Code Section 53-29-203 to clarify registration requirements for individuals under 18 years old on the Sex, Kidnap, and Child Abuse Offender Registry

Individuals convicted after May 3, 2023 for offenses committed when under 18 are not required to register unless they were charged by criminal information in juvenile court, bound over to district court, and convicted of a registrable offense

Removes a previous exception that applied to individuals adjudicated for registrable offenses who met specific requirements under Subsection 53-29-202(1)(f)

No money is appropriated in the bill

Effective date is May 6, 2026
