Changes the deadline for the lieutenant governor to create the master ballot position list from "within 30 calendar days after the candidate filing deadline" to "no earlier than 30 days before, but no later than 14 days before, the fourth Wednesday in April" in even-numbered years

Aligns the 2026 signature submission deadline for U.S. Representative candidates with other candidates, changing from a fixed March 13, 2026 deadline to the standard deadline of 5 p.m. on the last business day at least 14 calendar days before the party convention

Maintains the 2026 notice of intent filing period for U.S. Representative candidates as January through March 13, 2026

Requires 7,000 signatures from registered voters statewide (rather than congressional district residents) for 2026 U.S. Representative candidates seeking nomination via signature gathering

Takes effect May 6, 2026, or immediately upon governor approval if passed by two-thirds of both legislative chambers
