DCFS may share information with the Division of Professional Licensing to investigate licensing violations related to child abuse or neglect.

The definition of "relative" is expanded to include first, second, or third cousins by blood, marriage, or adoption, and allows DCFS to establish by rule additional qualifying relationships beyond the statutory "friend" definition.

Foster parents may request juvenile court review before a child's removal if the child has been placed with them for 12 months or longer, reduced from the previous two-year requirement.

DCFS must notify all parties when filing a court report or child and family plan, and placement objections must be resolved by the court within 15 days for parent placements or 30 days for relative/friend placements.

Postadoption contact agreements are clarified to apply to any child placed for adoption, not just children in DCFS custody.
