Expands industrial byproduct reuse from Department of Transportation "public projects" only to any project, including highways, roads, curbs, gutters, walkways, parking facilities, public transportation facilities, and other public-benefiting infrastructure

Removes the requirement that industrial byproducts come from "inactive industrial sites" for reuse applications

Adds coal mine waste (as defined in 30 C.F.R. Sec. 701) to the list of materials excluded from the definition of "industrial byproduct"

Exempts approved industrial byproduct reuse from requirements for human health/ecological risk assessments, site management plans, and environmental covenants
