Renames the "Rules Review and General Oversight Committee" to the "General Oversight Committee" and expands its membership from 10 to 13 permanent members (6 senators and 7 representatives)

Repeals the governor's authority to revive administrative rules that the Legislature has voted not to reauthorize, eliminating the executive override of legislative rule disapproval

Authorizes the committee to close meetings when reviewing matters subject to litigation or whistleblower complaints, with records classified as private

Adds new definitions including "whistleblower complaint," "gross mismanagement," "abuse of authority," and "unethical conduct" to clarify the committee's oversight scope

Allows the committee to recommend that the Audit Subcommittee prioritize audits of issues heard by the committee and to open committee bill files for drafting legislation
