Establishes a data sharing process between the Utah State Board of Education and the Utah Board of Higher Education for grades 7-12 student data, with full implementation required by August 1, 2027

Authorizes use of shared student data to support college readiness programs (technical college, early college, concurrent enrollment), scholarships, financial aid, admissions, and enrollment at Utah System of Higher Education institutions

Requires compliance with federal privacy laws (FERPA, IDEA) and state student data protections, explicitly excluding student behavior incidents and discipline records from shared data

Mandates that LEAs notify parents about data collection and usage, and provide the right to opt out of data disclosure for college readiness and higher education access purposes

Requires higher education employees, student aides, and volunteers with access to student data to complete training on privacy laws, data handling, and breach prevention at least once every two years
