Makes permanent the budgeting mechanism allowing Medicaid reimbursement rates for applied behavior analysis (ABA) services to increase, removing the fiscal year 2025-2026 limitation that would have ended the provision in fiscal year 2027.

Removes a sunset provision that would have capped ABA service reimbursement rate increases at 102% of the General Fund growth factor starting in fiscal year 2027.

Continues requiring that when General Fund growth is 102% or greater, ABA service reimbursement rates receive substantially the same year-over-year percentage point increase as Medicaid accountable care organizations (ACOs) and behavioral health plans.

Amends Utah Code Section 26B-3-203, which governs base budget appropriations for Medicaid ACOs, behavioral health plans, and ABA services forecasting.

Takes effect on May 6, 2026.
