Creates a "K" intrastate-only restricted commercial driver license for individuals who are lawfully present and authorized to work in the United States but not domiciled in Utah

Applicants must sign a statement acknowledging the license is valid only for intrastate commerce within Utah, and that operating outside the state or in interstate commerce is prohibited and may result in sanctions or revocation

The restricted license expires when the individual's federal work authorization expires and does not constitute a CDL under federal regulations (49 C.F.R. Part 383) for interstate purposes

Applicants must meet all standard CDL knowledge, skills, and medical qualification requirements but are exempt from Utah domicile requirements
