Establishes minimum physical standards for school seclusion rooms including minimum 60 square feet, 8-foot ceiling height, walls that are structurally integrated, no free-standing furniture, and construction materials that cannot harm occupants.

Requires seclusion rooms to have audio and video recording equipment that captures all activities during use, with recordings accessible to administrators, parents of secluded students, and law enforcement when required by law.

Limits seclusion use to students in grade 1 or higher as an emergency safety intervention only when the student poses an immediate threat, less restrictive interventions have failed, and use is capped at 30 minutes with continuous staff supervision.

Mandates parent notification within 15 minutes of any emergency safety intervention and requires LEAs to report seclusion room locations and compliance plans to the State Board of Education by December 31, 2026.

Takes effect July 1, 2026, and applies to both existing seclusion rooms and new school construction.
