Creates the Office of Water Management within the Division of Water Resources, to be headed by a water manager appointed by the executive director of the Department of Natural Resources

Authorizes the office to manage water projects that conserve or develop state water resources, contribute to hydroelectric power, or control flooding, including water augmentation projects negotiated by the Utah water agent

Grants the office broad powers with board approval, including acquiring property and water rights, constructing facilities, fixing water rates, and contracting with political subdivisions or other states

Requires the Board of Water Resources to establish a written process for political subdivisions, special districts, or state agencies to nominate water projects for management by the office

Mandates the office adopt a capital asset management plan with detailed inventories and condition assessments, and submit reports to the Natural Resources, Agriculture, and Environment Interim Committee and Legislative Water Development Commission by July 1, 2030, and every five years thereafter
