Expands the definition of "life essential item" that can be retrieved from impounded vehicles to include cell phones and tools specific to the registered owner's current employment, in addition to existing items like prescription medication, medical equipment, shoes, coats, food/water, child safety seats, government ID, and human remains

Requires tow truck operators, motor carriers, and impound yards to allow vehicle owners or authorized representatives to retrieve life essential items during normal business hours without paying towing, impound, or storage fees, after completing a life essential item retrieval form

Prohibits retrieval of life essential items if it would cause unreasonable delay to vehicle impounding/storage or create a safety risk, and excludes items being held as evidence

Directs the State Tax Commission to create rules establishing a standardized life essential item retrieval form that documents identifying information, proof of authority, item condition, and employer contact information for employment-related tools

Takes effect May 6, 2026
