Animal shelters may euthanize animals only when no reasonable alternatives exist, such as adoption, transfer to rescue groups, placement in community cat programs, or owner reclamation

Before euthanasia, shelters must wait for the required holding period to expire and notify animal rescue groups that have expressed interest in at-risk animals, then allow two business days for response and collection

Immediate euthanasia is permitted to prevent unnecessary suffering from serious injury or disease, or if a dog has been legally determined to be dangerous or vicious

Shelters are not required to notify or release animals to rescue groups whose directors, officers, or employees have animal cruelty convictions or pending charges, or that are under court orders preventing them from keeping animals
